MemberMe and my cofounder (both from the UK) are setting up an agency that connects UK startups and small businesses with software outsourcing firms. I have a masters degree in Computer Science, and he previously worked at Goldman Sachs, so I think together we have the skills to pull this off.
Many startups in the UK told us that they’ve had issues working with outsourced developers. Most prefer to work with UK developers, even though they’re much more expensive. But we think we can solve these issues and make outsourcing a more attractive option for UK companies.
I’m now looking to meet some outsourcing firms in Chengdu to find out how the market works, and see what kind of problems are had on their end.
Of course, we’re also looking for trustworthy and reliable outsourcing firms who we can send clients to. We’re especially interested in speaking to firms that specialise in mobile development (especially iOS) or web development (HTML/CSS/JS/PHP/Rails).

KeymasterDo you or your colleague speak Chinese? It will be difficult for foreigners who don’t have connections or a lot of China experience to approach software development firms in Chengdu without being taken advantage of. Your credentials as a coder will help significantly, though.
All of the major universities have organized programming groups, Objective-C and Ruby are especially popular in China right now so those might be your best bet. I’ve seen these groups at 电子科大, which puts out some of the best graduates each year who are eager for work.

ParticipantThere are actually a good amount of foreigner run (And therefore English speaking) companies in Chengdu that do outsourcing for software/game/etc companies. They tend to be actual smaller game or software companies that take on outsourcing jobs or extra revenue, though.
Google and Baidu will turn up more than a few and you’ll have to do some “legwork” emailing and calling people..
