Peace Corps China Program – Review of U.S. – China Friendship Volunteer Program
Personal Services Contractor Solicitation
Synopsis: Peace Corps China seeks a short term Contractor to support Post in conducting and completing a review of the work of the Peace Corps in China. The review will document the work of Peace Corps Volunteers (PCVs) from the perspective of the people of China with whom the Volunteers live and work, and will involve interviews with key persons identified by Peace Corps and China Education Association of International Exchange (CEAIE), as well as analysis of qualitative data collected by Peace Corps.
The interviews will be conducted in Chinese and/or English jointly by representatives of Peace Corps and CEAIE. Translation services will be provided for either English or Chinese, as the report will be in English but deliverables must be available in both languages. The review will also include analyzing and summarizing other collected data, such as success stories and recorded interviews. The Contractor for this project will have demonstrated social research experience, and the academic preparation to coordinate, collate, analyze, evaluate and document the results of the project field work in a timely, efficient and quality manner.
Specific qualifications include:
-Demonstrated experience in designing and implementing social research projects
-Experience developing questions and guidelines for conducting field interviews
-Experience in research analysis and evaluation
-Demonstrated experience in writing (such as academic publications, articles, or professional reports)
-Experience conducting and writing quantitative and qualitative research/evaluation reports
-Preferred Education – Master’s Degree or comparable experience in humanities, sociology, anthropology, psychology or other related social science fields
Deliverables include:
-Interview questions and guidelines for conducting interviews at Chinese universities with university officials, teachers and Peace Corps Volunteers
-Interview questions and guidelines for conducting interviews of provincial level officials
-Written regional summaries of interviews conducted by regional Peace Corps and CEAIE personnel or their representatives
-Analysis and narrative summary of quantitative data collected by Peace Corps and provided to contractor, and evaluation of which data is useful to the Review.
-Compilation and analysis of all information collected, including but not limited to: interviews, provided quantitative data, written narratives of post-Peace Corps experience from returned Peace Corps Volunteers.
-Final report summarizing Review process and results
Contract details:
-Contract will be begin on or about September 23, 2010
-Contract will be completed no later than January 15, 2011
-Contract will not exceed 300 working hours
-Contract will reimburse necessary travel expenses up to a maximum of US$3000, including transportation, lodging and per diem
-Compensation will be negotiated based on experience level
